TEEN READ WEEK IS OCTOBER 16-22

Teen Read Week is held each year during the third week of October. In 2011, it will be celebrated October 16-22. Teen Read Week is an national literacy initiative of the Young Adult Library Services Association (YALSA), a division of the American Library Association. It's aimed at teens, their parents, librarians, educators, booksellers, and other concerned adults.

Teen Read Week's theme is “Read For The Fun Of It.” Each year, YALSA offers a new sub-theme to serve as a basis for developing programs in schools, public libraries, and bookstores. The 2011 sub-theme is Picture It @ your library, which encourages teens to read graphic novels and other illustrated materials, seek out creative books, or imagine the world through literature, just for the fun of it. The event offers librarians and educators a chance to encourage teens to read for pleasure and to visit their libraries for free reading materials.

Teen Read Week 2011 will be celebrated at thousands of public and school libraries, classrooms, and bookstores across the country. Although teens realize the importance of reading, they have a huge menu of activities to choose from when deciding how to spend their free time, and reading gets lost in the shuffle. Reading skills get rusty when they are not used. The National Assessment of Educational Progress (NAEP) reports that over the last 20 years there have been only modest gains in reading achievement. And although there are many active literacy campaigns, very few efforts focus on teenagers.

Culvers National Library Week Contest

Culver’s is continuing their joint National Library Week program with the Youth Services Section of WLA. The program will be the same as in previous years and children will be asked to submit coloring sheets that correspond with the National Library Week’s theme. This year’s theme is “Communities Thrive @ Your Library”.
Each library sets the length of time in April that they have the contest open—only during National Library Week (April 11-17); some for two weeks; some for the entire month of April. In some libraries, kids are required to come to the library to pick up their drawing sheets. In others, the librarian visits school classrooms and hands out the drawing sheets there. (A coupon for a free scoop of ice cream is to be given out only when a completed entry form is returned to the library).
Some libraries have a panel of judges to choose the best picture in order to win one of the two prizes. In others, the librarian chooses. Some librarians give the prizes for the selected drawings. Others give them as random drawing prizes.
Most libraries display the returned art work at the library.
For publicity purposes, the child and his/her winning entry plus the librarian should be photographed.

This picture* should then:

• be offered to the local Culver’s partner to display

• sent to the local newspaper with a press release on the success of the program

• or both.

*Be sure to get parental permission before taking the picture of the children with their winning entry.

The Importance of Summer Reading

I have added a set of new handouts and talking point guides to the summer reading program web page. Research elements have been summarized into bulleted lists to make handouts for parents, educators, and library trustees. The lists may also be used by librarians as talking points in presentations on the importance of their summer reading programs. Summer Safety and Privacy Protection Reminders

As a safety precaution and to protect the privacy of library records, children's reading records should be located in an area or accessed in a way that does not allow members of the public from knowing the children's last name. Contest forms that include children's addresses and/or phone numbers should be put in a container in which they can't be read by passer-bys. If children's faces are used on library web pages or if contest winners names are released to the local newspaper, a parental permission slip is strongly encouraged. Many libraries that routinely take pictures during library events include a parental permission slip to allow the library to photograph their child as part of their registration process. This is not a legal requirement, but extra precaution is encouraged whenever minors are involved.

CSLP Copyright Reminders

Please review the CSLP Rules of Use regarding the 2009 SLP artwork. The information is on the clip art disc, in the manual, and on the CSLP web page. In particular, I want to remind everyone that if you use the artwork on a web page you need to include this statement:"This artwork is copyrighted, contact CSLP for information. www.cslpreads.org"I would very much appreciate systems that help create summer reading program web pages for their libraries to automatically include the copyright statement

The CSLP Board has made four clip art images available for libraries to offer to their partnering agencies for use on their web pages. Partnering agencies could use all the clip art images on print items for joint projects in the past created for their local libraries, but they could not use any of the art work on their web pages. Now there are four images (2 images each, in black and white and in color) that can be used on the web pages of partnering agencies. I have put copies of these images on the DLTCL SLP web page at www.dpi.wi.gov/pld/slp.html. Look for the "Artwork for Partnering Agencies" link at the bottom of the box on the right with the title "CSLP Information."

Accessing the New CSLP Web Page

The CSLP web page has undergone some substantial changes. To access most areas of the page, librarians will need to use the "Create Account" button in the middle of the page near the username and password boxes. Once they complete the registration, they will have to confirm with an email address, and then wait for an email at that address for a response from CSLP. It is a little bit of a process, so people will have to wait for that response and will not have immediate access. Approval is done manually, not by an automated system. CSLP is verifying that the person is in a member state and is an approved agency. Once the person is registered, they will just need their password to access the web page in the future.

Change in Reporting Program Information on the Annual Report

The Institute of Museums and Library Services, which administers federal LSTA funding and collects annual statistics from all states, will begin collecting information on library programs targeted to Young Adults, beginning in 2010. The Wisconsin Public Library Annual Report previously has collected data on the annual total for adult and children's programs and program attendance. Wisconsin will begin to collect data for young adult programs and attendance as well.
DPI will include this new data element in the 2009 annual report (to be completed by libraries early next year), but the information will be voluntary that first year, recognizing that libraries have not previously been required to submit the information. Children's programs will now be defined as programs targeted at children up to age 11, and young adult programs are those targeted at ages 12-18 years of age.

This change means that libraries should count both the programs they offer for children and those offered for teens. As in the past, the audience count is everyone who attends, regardless of age. Libraries will decide for themselves if the programs they offer were targeted at children or teens, but a single program may be counted only in one category, and attendance should be attributed correspondingly. Programs for all ages or for families are typically counted as children's programs, but it all depends on the library's intended audience for the program. The 2009 Annual Report will request total attendance at children and teen programs for 2009 (as well as a total for all programs and attendance, which would include adult programs) and will require those figures in 2010.

Please note that the Division is not requiring libraries to offer young adult programs; however, if the library does offer programs targeted to young adults, those programs should be tracked and reported distinct from children's or "other" programs. These changes at the national level are in response to the growing awareness that teens benefit from specific services and that more libraries are offering services and programs designed for that audience.

Libri Foundation Grant Opportunity

The Libri Foundation is currently accepting applications for its 2009 Book for Children grants. The next deadline for applications is April 15. The foundation has three application deadlines each year, so if you miss this one, applications are also accepted August 15th and January 15, 2009.

The Libri Foundation is a nationwide non-profit organization which donates new, quality, hardcover children's books to small, rural public libraries throughout the United States. Since October 1990, the Foundation has donated over $3,500,000 worth of new children's books to more than 2,600 libraries in 48 states, including Alaska and Hawaii.

In order to encourage and reward local support of libraries, the Libri Foundation will match any amount of money raised by your local sponsors from $50 to $350 on a 2-to-1 ratio. Thus, a library can receive up to $1,050 worth of new children's books. After a library receives a grant, local sponsors (such as formal or informal Friends groups, civic or social organizations, local businesses, etc.) have four months (or longer if necessary) to raise their matching funds.
The librarian of each participating library selects the books her library will receive from a booklist provided by the Foundation. The 700-plus fiction and nonfiction titles on the booklist reflect the very best of children's literature published primarily in the last three years. These titles, which are for children ages 12 and under, are award-winners or have received starred reviews in library, literary, or education journals. The booklist also includes a selection of classic children's titles.

Libraries are qualified on an individual basis. In general, county libraries should serve a population under 16,000 and town libraries should serve a population under 10,000 (usually under 5,000) Libraries should be in a rural area, have a limited operating budget, and an active children's department. Rural is usually considered to be at least 30 miles from a city with a population over 40,000. Libraries with total operating budgets over $150,000 and county libraries with total operating budgets over $350,000 are rarely given grants.

A school library may apply only if it also serves as the public library (i.e., it is open to everyone in the community, has some summer hours, and there is no public library in town). A branch library may apply if the community it is in meets the definition of rural. If the branch library receives its funding from its parent institution, then the parent institution's total operating budget, not just the branch library's total operating budget, must meet the budget guidelines.

Previous Books for Children grant recipients are eligible to apply for another grant three years after the receipt of their last grant. Libraries that do not fulfill all grant requirements, including the final report, may not apply for another grant. Grants will be awarded April 30th and August 31st. Issues Regarding Libraries Posting of Photos on Facebook, Flickr, MySpace, and Library Web Pages

Bryan Carson, a librarian and attorney at Western Kentucky University, wrote an article for the September/October 2008 edition of the on-line newsletter, "Marketing Library Services"(MLS). Carson addressed the issues involved with the public library use of photographs taken at programs on web pages or on social networking sites.

Carson explains that public libraries need written permission to use photos for marketing or promotional purposes when persons are identifiable. These would be the primary reasons libraries would post photos of their events. Carson also explains that crowd shots taken from the back of the room, revealing no faces do not require permission.

Carson discusses the "Right of Publicity" law, which assures the individual's right to control use of their own images for marketing or commercial purposes. This law gives them the right to stop others from using their image without permission. Carson feels the right of publicity law applies to blogs, web sites and social networking sites.

Carson urges libraries to get written permission to use photos taken at library events if people can be identified. Parents must give written permission for minors. He recommends that libraries keep the permission forms as long as the statute of limitations allows the library to be sued. He said the longest statutes are 6 years in New Jersey.

Many libraries routinely distribute permission release forms to parents at registration for story programs or other special events that may cover the entire story program series or summer library program. A sample photo and video tape release form are included on page 35 of the 2009 CSLP manual.

As a point of clarification, Carson said there is an allowance for library newsletters if the photos are used in a "newsworthy context," rather than for promotion. Summaries of recent library events and photos of them posted on blogs and library web pages can fall under the umbrella of "news." However, recent events have to be timely and Carson suggests libraries keep photos up no longer than about two weeks. He discourages libraries from archiving their event photos on sites like Flickr. Carson encourages librarians to get clarification of the Right of Publicity law as it applies to local libraries from their municipal attorneys.

ALSC Announces Exceptional Web Sites

The Association for Library Service to Children (ALSC), a division of the American Library Association, has added Web sites this fall to Great Web Sites for Kids (www.ala.org/greatsites), its online resource containing hundreds of links to commendable Web sites for children.

Great Web Sites for Kids (GWS) features links to valuable Web sites of interest to children, organized by subject headings such as animals; literature and languages; mathematics and computers; the arts; and history and biography. There is also a special section with sites of interest to parents, caregivers and teachers, plus an area devoted to sites in Spanish. The ALSC Great Web Sites for Kids Committee maintains and updates the site.

“Not all Web sites for kids are created equal,” said Karen Lemmons, co-chair of the committee and a library media specialist at Howe Elementary School in Detroit. “To make the cut and appear on the Great Web sites for Kids, a site must demonstrate commendable qualityand reflect and encourage young people’s interests in exemplary ways. Sites must stand up to an evaluation and voting process by the committee before being deemed ‘great’ and added to the GWS page.”

Connect with hard-to-reach, underserved teens by conducting a Great Stories CLUB (Connecting Libraries, Underserved teens, and Books) reading and discussion program in your library. Online applications will be accepted through November 14 (extended deadline) at www.ala.org/greatstories.

The Great Stories Club reaches underserved, troubled teen populations through books that are relevant to their lives. Libraries located within or working in partnership with facilities serving troubled teens (including juvenile justice facilities, alternative high schools, drug rehabilitation centers and nonprofits serving teen parents) are eligible to apply.

Following the application process, 230 libraries will receive 11 sets of three theme-related books to provide to members of the book club to keep, along with online resources to plan and implement the program. Additionally, 25 libraries will receive cash grants of up to $200 to assist with program-related expenses. YALSA's Outreach to Young Adults with Special Needs Committee selected "Breaking Boundaries" as the 2009 Great Stories Club theme, along with the following titles:

Week of the Young Child 2009

April 19-25, 2009, is designated as the Week of the Young Child (WOYC) - but it’s time to get ready now! The Liaisons with National Organizations Serving Children and Youth Committee (LNOSCY) encourages you to contact child care centers in your area to invite them to display children’s art work in your library throughout April. Bulletin boards, blank walls, even shelf ends can provide attractive display space.

This project can provide terrific photo opportunities for families and the media.

Begin with a simple phone call and follow-up with a letter

Ask for child-created work only (no color-sheets or crafts from patterns - maybe children’s impressions after hearing a favorite story)

Prepare a letter to send home with children inviting parents, grandparents, aunts and uncles to the library through the month of April

If art work has no ‘frame,’ back each piece with colored construction paper

Identify the child care facility providing the display

Take pictures of families visiting to view the display and submit a favorite photo to Linda Mays at lmays@ala.org for ALSC web page posting

In addition to highlighting the importance of early education, this activity provides a terrific opportunity to attract caregivers and families of young children into your library.

CHICAGO — More than 8,000 teen readers across the country chose “Eclipse” by Stephenie Meyer as their favorite book in the annual Teens’ Top Ten (TTT) vote, sponsored by the Young Adult Library Services Association (YALSA), a division of the American Library Association (ALA). The online vote took place during Teen Read Week, Oct. 12–18, with the third entry in Meyer’s popular vampire romance series winning easily.

A (Reluctant) Reader’s Bill of Rights By Kiera Parrott

I’m a big fan of Daniel Pennac’s Readers Bill of Rights. As a librarian- but mostly as a reader- it comforts me and has often empowered me to put down a book I wasn’t enjoying. In case you haven’t seen it in a while:

1. The right to not read
2. The right to skip pages
3. The right to not finish
4. The right to reread
5. The right to read anything
6. The right to escapism
7. The right to read anywhere
8. The right to browse
9. The right to read out loud
10. The right to not defend your tastes

I often find myself invoking these rights when encouraging reluctant readers. The right to skip pages, the right to browse, the right to reread (and reread and reread) are all tenets that have helped me begin to unite young (often reluctant) readers with books they will enjoy. A few months ago, however, I found myself wanting more. I began positing the creation of a Reluctant Reader’s Bill of Rights. I posted the idea on my personal blog and encouraged visitors to add their own additions. Here’s what we came up with:

The right to read at your own pace.
The right to choose whatever book you want.
The right to read graphic novels and manga.
The right to read magazines.
The right to read non-fiction.
The right to not like a book.
The right to read books published for different age levels

This is a project I still consider a work in progress. I’d love to open up a wider dialogue about reluctant readers and how to best reach out to them. I believe the first step is to inform them of their options and then empower them to make a choice. Please add your own additions and suggestions in the comments!

Grants, Awards and Scholarships from ALSC

This year the Association for Library Service to Children (ALSC) is giving away $82,000 in professional awards, grants and scholarships. From creative summer reading programs to author/illustrator visits, we want to help organizations and individuals create a better future for children through libraries.

Applications for awards and grants are now available online on the ALSC Web site at www.ala.org/alsc; applications for scholarships will be posted on the ALSC Web site in the near future. All applications are due December 1, 2008, except for The Frederic G. Melcher Scholarship and the Bound to Stay Bound Books Scholarship, which are due March 1, 2009.

Awards include:
* Bookapalooza! Each year the ALSC office receives almost 3,000 newly published books, videos, audiobooks and recordings from children's trade publishers for award and notables consideration. At the end of the year, after the awards have been given out, ALSC selects three libraries to receive a Bookapalooza collection of these materials (estimated to be worth $10,000 each) to be used in a way that creatively enhances their library service to children and families.

* The Frederic G. Melcher Scholarship provides financial assistance in the form of $6,000 scholarships to two students who intend to pursue an MLS degree and who plan to work in children's librarianship in any type of library.

* The Bound to Stay Bound Books Scholarship provides financial assistance in the form of four $6,500 awards to students who intend to pursue an MLS or advanced degree and plan to work in the area of library service to children in any type of library. The scholarship is made possible through the generous contributions of Bound to Stay Bound Books, Incorporated.

* Louise Seamen Bechtel Fellowship provides a $4,000 stipend to allow a qualified children's librarian to spend a month or more reading at the Baldwin Library of Historical Children's Literature, which contains a special collection of 85,000 volumes of children's literature published mostly before 1950.

* ALSC/BWI Summer Reading Grant provides $3,000 in financial assistance to a public library for developing outstanding summer reading programs for children.

* ALSC Distinguished Service Award honors an individual member who has made significant contributions to and an impact on, library services to children and ALSC. The recipient receives $1,000 and an engraved pin at the ALSC Membership Meeting during the ALA Annual Conference.

* The Penguin Young Readers Group Award provides a $600 stipend, provided by Penguin Young Reader's Group, for winners to attend their first ALA Annual Conference. Applicants must have less than 10 years of experience as a children's librarian and work directly with children.

* The Maureen Hayes Author/Illustrator Award was established with funding from Simon & Schuster Children's Publishing, in honor of Maureen Hayes, to bring together children and nationally recognized authors/illustrators. This award provides $4,000 to fund an author/illustrator visit to a library.

Coming Soon – Teen Read Week

The Young Adult Library Services Association (YALSA) has planned some exciting things to help celebrate Teen Read Week held October 12 – 18, 2008. This year’s theme is “Books with Bite @ your library!” You don’t want to miss this, so register your library before September 12, 2008 at this website http://www.ala.org/ala/yalsa/teenreading/trw/trw2008/index.cfm

Why should you register? YALSA is a nonprofit organization that depends on its members for support. By registering, you are letting them know that teen literacy is a concern and you are willing to do something about it!

Here are some of the 2008 registration incentives:

The first 4,000 registrants will receive one free paperback from Galaxy's Golden Age series, courtesy Promotional Partner Galaxy Press.

Twenty-five registrants will be chosen at random to receive a complete set of titles from Zest Books (about fifteen books total). The drawing will be held on Monday, Sept. 15, 2008.

All Teen Read Week registrants will receive a complimentary issue of TeenInk magazine, courtesy Nonprofit Supporter TeenInk. Issues will be sent after registration closes on Sept. 12.
The first 1,000 registrants who register in September will receive a free movie poster featuring The Secret Life of Bees.

All registrants can download YALSA's pocket-sized, illustrated “Books with Bite Recommended Reading Pamphlet”, full of recommended titles drawn from YALSA's awards and booklists and annotated by YALSA's Teen Read Week committee. These tri-fold pamphlets can be printed on 8.5 x 11" paper, cut to size, and then handed out to teens by the dozens.

LIBRARY GRANT PROGRAM SPONSORED BY LOIS LENSKI COVEY FOUNDATION

Lois Lenski, the 1946 Newbery medalist for Strawberry Girl, had a life-long concern that all children have access to good books. In pursuit of this goal, she established a foundation to provide grants to public and school libraries serving disadvantaged populations. The Lois Lenski Covey Foundation annually awards grants to rural and urban, public and school libraries serving at-risk children.

The Foundation gives priority to applications from libraries with real need and limited book budgets. Funds are earmarked for purchasing books for young people rather than administrative or operational use. Previously awarded grants have ranged from 3500 to 32000. Successful applicants have proposed purchases to update their collections generally or to expand their holdings in specific areas.

A user-friendly, on-line application form is available at www.loislenskicovey.org. To qualify for year 2008 grants, completed application forms must be received no later than September 15, 2008.

THE BARBARA BUSH FOUNDATION FOR FAMILY LITERACY ANNOUNCES THE 2009 NATIONAL GRANT COMPETITION

The Barbara Bush Foundation for Family Literacy is pleased to announce our 2009 national grant competition. The Foundation's grant-making program seeks to develop or expand projects that are designed to support the development of literacy skills for adult primary care givers and their children. A total of approximately $650,000 will be awarded; no grant request should exceed $65,000.

Family Literacy programs funded through the Foundation's National Grant Program must include all of the following components:
· Reading instruction for parents or primary care-givers
· (pre-GED/GED/ESL etc.) literacy or pre-literacy instruction for children
· Intergenerational activities where the parents/primary caregivers and children come together to learn and to read.
Programs can also include additional components such as parent support groups, parent involvement, home visits, and job training.

"Just One More Book!" is a thrice-weekly podcast which promotes and celebrates literacy and great children's books. Each weekday morning, we take a few minutes out of our morning coffee ritual to discuss one of our many favourite children's books. Map Added to the Performer Web Page

We have had numerous requests in the past few years for a map that would help people identify performers in certain areas. When I last checked on having a map developed I was told DPI did not want that mounted on the state Web page because of the space it would take. But times and technology have changed, much faster than I realized. Jamie McCanless who manages the Performer Directory for me has developed the map people have been wanting.

Public librarians and staff from other organizations who want to hire performers for their children's programs can now use the new Performer Map to locate potential candidates in their area. This map uses the free Google Maps service. On the map, every city with at least one performer in the Performer Directory has a location marker. Clicking a marker displays its information window, which includes:

* The city name
* An alphabetical list of performer names
* The primary directory category for each performer
* An underlined link to each performer's main directory entry

In the full-size map, the location markers are also listed in order by city name on the left side of the window. Clicking a marker in the city list scrolls the map to the city and displays its information window. The markers are color coded for Illinois, Iowa, Minnesota, Michigan, and Wisconsin. In performer entries of the directory pages, the city/state of the contact line is linked to the Performer Map. Clicking the link displays the city on the map and it's information window.Note: Performers who are represented by a booking agency that is listed as their contact are not included in the Performer Map.

Circulating Video Games

Author Trevor Oakley, Teen Services Librarian at the Guilderland (NY) Public Library, shares his library's experiences in providing a collection of video games. The top 25 circulating video games is also listed with a brief annotation for each game.

ASKAWAY SPONSORS YOUTUBE CONTEST FOR TEENS

The Wisconsin Statewide AskAway publicity committee is sponsoring a YouTube contest for teens. This is a great opportunity for library youth groups to try something new, get some publicity, and prizes. The committee is looking for original videos between 30 and 60 seconds long (can be longer) that depict the AskAway service in a positive way; why they use and like it. A $150 first prize and a $75 second prize will be offered. Additional details about contest rules and contest forms will be announced soon.

Everyone's help is needed to make this a successful contest. Please talk to your young adult and/or children's librarians at your library. If you are the youth services/young adult/children's librarians please consider having your young adult group enter.

The committee is looking for Young Adult librarians to be judges! No experience necessary. If you want to be a judge in the contest please contact Renee Ponzio at reneep@eauclaire.lib.wi.us.

I’m busy working on our summer reading club projects and I could use some help. I am going to have a “bug house” project for children to make. I’ve made one out of plastic canvas, yarn, pipe cleaners, and Pringle’s potato chip lids.

If anyone has any Pringle’s potato chip lids that they are not using I would greatly appreciate it if you would send them to me on the van.

My thanks to the person who sent two on Monday’s delivery van.

All of the materials are completely free. WI State Park Passes are Back for SLP 2008!

Here are a few reminders from Barb Huntington on the State Park Passes:

The passes should only be distributed one per child. That is noted on the pass. The Parks will only accept one pass per child for the whole summer.

The passes are intended to be distributed at some point after the children have started their reading, not as an incentive to sign up for the programs. They are valid May31-September 5.
The passes should not be put out like bookmarks for families to help themselves. The librarian should write in the child's name and stamp the library's name on the appropriate lines and assure that the pass goes only to the child for whom it is intended.

There are no age restrictions, so the passes may be used for children birth to age 17.

Thank you for your cooperation. We need everyone to handle these passes the same way to assure that the State Parks are happy with the promotion.

Hello SWLS Youth Services Librarians!

Hopefully you all have been enjoying our monthly youth newsletter, Streamings. In an effort to make Streamings more timely, it will now be presented as a blog instead of an online newsletter.

Eventually, I hope that some of you will want to post to the blog as well. If you think you'd like to try, send me a comment.

BTW, the calendar will still be on the web site for those of you who use it.
